PA STATE CLEARANCE REQUIREMENTS FOR ALL VOLUNTEERS
Dallastown Cougar Baseball, a part of Dallastown Cougar Athletics, is a 100% volunteer run youth athletics organization. Because of this, DCA is required to comply with all state laws applicable to adult volunteers and their interaction with children, including the Pennsylvania Child Protective Services Law (CPSL). In order to be in compliance with these regulations, we must keep on file a full set of clearances for each volunteer.
Additionally, ALL adult volunteers participating in Dallastown Cougar Little League activities, including but not limited to Head Coach, Assistant Coach, Practice Coach, Team Parent, Concessions stand worker, scorekeeper, need to create a user account on our registration page. Creating a user account it does not commit you to volunteering, nor does it guarantee a coaching position. It does, however, give us a list of individuals and their contact information to begin the coach selection process and volunteer solicitations.
Even if you have your clearances on file with Dallastown Area School District, or another local youth organization, you will be required to submit them directly to DCA. The same clearances can be used, but must be individually filed with each organization. That said, any clearances submitted to DCA will be valid for all DCA entities - baseball, softball, football, and cheerleading. The PA State and FBI Clearances are good for five years from date of completion.
Clearances contain Personal Identifiable Information (PII) and should NOT be shared or submitted to anyone (including coaches or board members) except the DCA Safety Officer. Once all clearances are obtained, please submit electronically, all at once, to [email protected].
Below is a checklist of the requirements and on the following page is how to obtain all four of the clearances. For your convenience, pages three and four are copies of the FBI Clearance Exemption form (If this applies to you having lived in PA for the last 10 consecutive years) and a copy of the required Mandated Reporter Form.

- Official Little League Background Questionnaire. This will be sent to you via email, and will be from DALLASTOWN COUGARS LITTLE LEAGUE. This id conducted by a well respected and secure third party, and is REQUIRED for ALL Little League affiliates and volunteers.
- All head and assistant coaches CDC Heads Up Concussion Certificate: headsup.cdc.gov
Required Every 5 years: All forms will need to be submitted and approved before any volunteer can participate in team activities.
***If you become aware of a change to your clearances, as in an arrest/charge/conviction, since your clearances were submitted, notification must be made to the Safety Officer within 72 hours.***
